Eudore Pilon was born on 21 November 1917 at Saint-Louis-de-Gonzague, Quebec, and worked as a bank cashier before the war. After earlier service under the National Resources Mobilization Act, he enlisted in the Canadian Active Army on 11 August 1942. A Private in the Royal Canadian Ordnance Corps, he served in Canada, including at Canadian Army (Basic) Training Centre No. 47 at Valleyfield, where he worked as a pay clerk/clerk. Injuries sustained in a motor-vehicle accident in August 1943 contributed to a medical assessment that he could no longer meet the required military physical standards, and he was discharged on 23 May 1944.

At active-force medical examination he was 5 ft 8 in tall and weighed 163 lb, with a 37-inch chest and 2-inch expansion; complexion fair, eyes brown and hair brown. Earlier NRMA enrolment in 1940 recorded about 5 ft 8½ in and 156½ lb, with brown eyes and black hair. Personnel-selection records describe commercial schooling, fair English, fluent French, bookkeeping and typing ability, and pre-service employment as a cashier with Banque Canadienne Nationale. Recreational interests included skating, bowling, pool and reading; he belonged to the Knights of Columbus.
