Charles Francis Rowe was born at Chateauguay Basin, Quebec, on 8 October 1919. He completed Grade XI at the High School of Montreal at age 18 and worked as a ledger keeper, clerk and pay-write keeper before the war. After several months of NRMA training in 1941, he enlisted voluntarily in the Royal Canadian Air Force at Ottawa on 20 August 1941. He trained as an airframe mechanic and spent his wartime service in Canada, principally at No. 13 Service Flying Training School at St. Hubert, Quebec. He rose from Aircraftman Second Class to Corporal and was in charge of a crew flight for about two and a half years. He married Marjorie Mary Snow at Verdon, Quebec, on 25 September 1943. Rowe was discharged on 19 September 1945. After discharge he was considering bookkeeping or accountancy training, air-conditioning and refrigeration work, or clerical employment. He died at Kingston, Ontario, on 13 November 1993.
